Nobody has ever been charged under that law, but it would be a federal offense. So, a federal law enforcement agency would have to make the arrests, perhaps FBI or Marshals. Chaffetz himself does not have police powers. So, all he can do is refer the violation to the authorities. I can imagine Holder giving him quite the run-around. [/quote]
