DCPS can place any child at any particular school for reasons that are none of your business like special needs or personal safety during nasty custody battles. Be thankful you're not in that situation and try to move on. They didn't steal any inboundary spots for PK. The city is not [i]required [/i]to offer PK. (Why is this so hard for people to understand?) They are not "cheating" so long as one parent or guardian lives in DC. There are clear criteria for reporting fraud. If you have it, use the official process. If not, then let it go. Feel free to go through their trash for evidence if it's that concerning to you.
