That's  what you can do when you have a gun, stay and stop the violence from doing even more damage.  This is a case of a good guy with a gun stopping a bad guy with a gun. It's probably worth pointing out that according to the article, the shooter was actually stopped by two unarmed people that tackled him.

But, that's not what happened. The bad guy with a gun kept going, making it outside the office in which the shooting took place. Once outside, he was tackled by two unarmed good guys.
