The letter name for F starts with exactly the same sound as the word ebb or the name Ed, at least to my ear. I'd use an if I was saying the letter names, and a if I was reading FCPS as "Fairfax County Public Schools". I'd also say "an FBI agent" but "a FEMA employee" because in the latter case, even though FEMA is an acronym I don't pronounce the F as a letter.[/quote]
