Don't believe everything you read. Full ride athletic scholarships come with a meal card. That meal card means any athlete can eat as much as they want during cafeteria hours, anytime they want. Weekends are up to you. That's where friends, family, part time jobs come in. If anyone is starving it's because they choose to. This is about getting money. Every athlete is given a small stipend to cover personal essentials. Weed and beer, panty chasing, clubbing, come last. You hungry, GO EAT.
While I hear you, your post is not entirely accurate. My daughter played college basketball and the evening meal time conflicted with her practice time. And if they went to the all night snack bar to cash in dinner credit, it was NOT all you can eat. Also, a scholarship athlete CANNOT hold a part time job in season - the NCAA does not allow it. And as PP said, NCAA rules restrict who can give you what. My daughter could NOT accept a meal from friends or the parents of friends. It was NOT allowed. As far as the stipend, it may be a lot for big time revenue sports like football and at bigger schools. My daughter played for a "mid major" D1 in a high COL city. Their stipend did not go far at all. I am not validating Napier's story, but I saw it with my own kid.
