The envelopes were sent but people still weren't willing to implicate Tuttle. As PP said, none of the men in the video took off their masks. So, there was still something of a cover-up going on, but as Marty says, you can't get everybody, but they got their guy.

I thought the show was brilliant, terrifying, and impeccably acted. I loved the last scene and Rust's breakdown and glimmer of optimism.[/quote]
