[/quote] I don't understand the connection between the federal pay freeze, which was the result of Obama caving in to Republican demands that the middle of a big recession was the perfect time to make federal employees pay for deficit reduction, and the county pay freeze, which was the result of Montgomery County getting a whole lot less tax revenue as a result of the big recession. And I totally support Maryland's law on the maintenance of effort. Without such a law, what do states cut, when the economy goes bad?
