There are many WDW calendars out there to help measure attendance. I like this one because I like the color coding which makes it easier to read: http://www.dadsguidetowdw.com/crowds.html Colors in order (smallest crowds to insanely large crowds): Green, Blue, Yellow, Orange, Red, Purple, Black For pool weather, March averages in the high 70's and April averages in the low 80's almost 5 degrees warmer. March is kind of chilly for pool weather, and April is much better for pools. Based on your criteria, I would suggest April 9-18.
That would be Spring Break for some schools, which OP wants to avoid.
Then the next best time is March 1-12 which is before most people's spring break, but it would be too early to really enjoy the pools. You can enjoy them if they have heaters, but many pools in Orlando don't have heat. At that point, the average lows in the evenings is in the high 50's in March and the water says very cool, too cool for most people so you are basically ruling out the pools. In April, the evening temps are into the 60's and you just have to avoid the early morning hours. By about 11am, the pool water heats up enough to be comfortable. WSW low attendance is March 1-12 and April 9-18 and April 22-30. Pool temperatures are only realistic in April. And March 13-April 7 the crowds are Disney are big and you will get only get to see/do half as much in the parks. OP is going to have to compromise on something.
