Presumably, if you can't, you're put at the end of the line, after all DC residents are offered slots. I wonder whether there will be a box to ask whether you are going to move to DC if you are not currently living there to distinguish between the two. If this applies to you, you could get in contact with the common lottery people for more info--the website has a phone # and email contact info.[/quote]
