We have a deer problem so if you are in DC near Rock creek park that could be one of the issues. We once lived in a townhouse and people in the area had a bunch of little yappers that never stopped barking on their walks. Those things barked at everything on the paths, playgrounds, open areas. If that neighbor has similar dogs you have to talk to them. The dog I had at the time barked when there was something to bark at. A few times she was barking and I saw nothing in the little attached house yard. Turned out to be rats by the back fence line. [/quote]
