Keep in mind that if you are buying health insurance on the exchange and your income is between 100-400% of the poverty level, you get a subsidy, in the form of a tax credit which goes to pay the health insurance premium. So you don't pay the full price. If your income is 100-133% of poverty level, you will not pay more than 2% of your income for health insurance, and so on up to if your income is 300-400% of poverty level, you will not pay more than 9.5% of your income for health insurance. This explains about the subsidies.

The 2013 poverty level is $23,550 for a family of 4, so 400% of the poverty level for a family of 4 is $94,200.
