Does he have any specialized experience in construction, building management, police work, tech support, teaching or counseling? Local governments have decent jobs in those areas, and in the latter two, men can be scarce so being a man could be an advantage. If he doesn't have any sort of specialized experience, it could be tough, because generally government compensation in low-paying fields tends to be higher than in the private sector (whereas government pay for, say, attorneys and other high-income fields tends to be lower than in the private sector).  That's why there is a lot of competition for jobs in, say, federal mailrooms, etc. If he is a veteran, though, he might have a chance with the feds. GL![/quote]
