Also your jurisdiction will be picking up costs associated with fostering such as medical, day care, and the stipends foster parents receive. The foster parents we met during training all emphasized that while it can be challenging at times, and there's a lot of red tape, that ultimately its incredibly rewarding and that they're very glad to have done it.
