This is a job that has more to it then people are giving credit for. I am a contractor and painting is one of my trades. Properly painting them is a simple job but one that requires some skills to do it right. If it is an interior job I like the Satin Impervo oil paint by Benjamin Moore. It is expensive but worth the cost in the long run. The prep work includes some light sanding or sanding as needed, filling holes with spackle and caulking any large seems. Also wood putty can be used and sanded down if you have any impoerfections that are two large for spackle. Then tape off with Blue tape (comes off easier and saves time) and use drop clothes on all surrounding areas. Prime any bare or repaired wood as needed. You may need two or more coats depending on the area you are going over. Probably 1000 dollar job to do it right. If you are painting an exterior deck I like using a paint with a primer. Two coats may be needed and all of the prep for interior should be used. Latex is fine for exterior. Satin or eggshell will give you a finish that is easier to clean. Probably 600 dollars for an exterior finish. You should be able to find a good painter for 25 dollars an hour or a company for around 35. Good luck!
