But even it's reported favorably, the Senate has to pass it. Then the House has to assign it to committee all over again. Then pass it. But if it passes with amendments, different from the Senate version, it gets assigned to conference committee for them to hash out and agree on one version. That can take forever, and the clock is ticking fast.
