Great. Now do each point against all of the alternatives in a matrix. Be sure to adjust for wealth-related effect, like greater likelihood of riparian protection and higher petition participation, to get to equitable comparison.
There were no alternatives. Taylor just picked two neighborhoods to target.
This is the 'Save [X]" narrative. We can believe there are these downsides, particularly for the immediate neighborhood/community. To translate that into broad oppostion, though, we'd need to see how an alternative doesn't have the same, or worse, downsides, perhaps to other neighborhoods/communities. MCPS holds the cards, of course. It's not like your average stakeholder can get detailed data for such comparison if MCPS hasn't considered it (or hasn't made such consideration public). They also can miss out on possibilities to consider by holding those cards close. That said, I doubt that MCPS has it in for some community or other, targeting them, especially versus simply not deciding to put resources into considering every possibility.
Unless there's a smoking gun like the Racial Equity Impact Assessment (REIA) Supplemental Appropriation (SA) #25-60 MCPS Bus Depot and Maintenance Relocation Memo that says the relocation "has the potential to advance racial equity and social justice in the County". That's a pretty self-incriminating statement to make by Ms. Ward, since it implies the bus depot move is based on race and potentially destroying a protected watershed will somehow "advance racial equity and social justice"? Not sure how the County will explain it's data and position on the 6 o'clock news. I'm sure Mr. Jawando will want to weigh in on that point. I know I'd be uncomfortable trying to explain it. For what the County will probably spend, may as well buy land. Heck, even the Montgomery County Fairgrounds (empty most of the year) would make a better site choice than this place would. Maybe could even eventually build a separate on/off ramp to 270 from there when they have more funding. Another option would be Hungerford. It's easier to relocate staff than it is zoning industrial property with access to artery roads. But whatever. Some folks were never the sharpest pencil in the cup.
