DP.  I might draw the same conclusion, informally, but before posting that, I'd want to draw out race-related specifics from the OP.

The post described age, car type, driving behavior & smoking/drug behavior, and questioned purpose.  None of that is explicitly racist, and knee-jerk retorts assuming so without that further investigation are self-defeating, supplying those who might be racist with a wedge to divide those who are actively anti-racist from those sympathetic to anti-racism but not so active who also might have, say, in this case, interests in a more peaceful community/living experience.

Separately, suggesting people [i]move[/i] in response to highly contested change is a facile retort, among the most societally and economically destructive options for resolution.  That said, one wonders whether OP is reasonably evaluating the change they observe, or whether they are, themselves, allowing a knee-jerk conclusion to an incident or two that personally affected them.[/quote]
