You need to avoid the buildings that are known to rent to a lot of voucher tenants. Lots of problems in those to the point where even long term rent control tenants move out. idk if it's still the case, maybe management wized up and kicked out the troublemakers to retain market renters or had started doing better vetting or the laws of being able to refuse people with bad background checks had been changed..
