The last boundary study was almost purely based on geography, declining enrollment, and lack of funds for a renovation of Wootton. The FARMS rate of Wootton is going from 14% to 19% and kept most of the cluster together, outside of Cold Spring, who asked to go to Churchill.[/quote]
