I would not go to the place charging $700. I've paid $$$ for bleach and also gone to like Bubbles. I don't think the more expensive place is necessary for what you are talking about. She's just looking for a blonde base over which to layer pink dye.

Then do the pink at home. That part is fun and easy to DIY. And yes it will fade fast. But that's fun too -- it gives you a chance to play around with it and figure out what saturation you like best. With pink I actually prefer it a bit faded, it looks better with my skin. With purple I love it super saturated and will redo it regularly to keep it. She can also experiment with color washes and other products (hair chalk). Once you have the blonde base, it's all gravy.[/quote]
