After trying a bunch of different products, the one that works best is Pantene Pro-V Moisture Renewal shampoo. For conditioner, we alternate between another Pantene product (Abundant & Strong Conditioner, it's supposed to protect against breakage) and Pureology's Hydrate Sheer, which is a conditioner formulated for fine hair.

And then she air dries with a bit of leave in conditioner (natural hair texture is wavy to curly but can't handle most curl/wave products because it's too fine). Sometimes wears it natural, sometimes does a few passes with a steam straighter on low heat for a more relaxed, smooth wave.
