They are denied every year because of it. MCPS thinks they are better than everyone else and thinks they'll get away with it. The state is just showing them that they won't, which is perfectly justifiable. All they had to do was use the make-up days in the calendar - 3 of them- and they would have likely been granted a waiver for the rest.
