[/quote] yes, they have some dumb idea that people would prefer not to have a waitlist spot at all than to be over 25 on the waitlist. DPR's community engagement manager is Christopher Dyer (firstname.lastname @dc.gov) and I have found him to be responsive to feedback on this kind of thing, within the paralyzingly dumb IT and procurement processes in DC government.
