[/quote] As a parent using childcare I remember the day you're talking about very clearly-- they had a delayed opening (so elementary schools opened at 11:20) but did not allow before-school care to open at all so parents couldn't get to work until noon (despite high schools and all-day early childhood centers in schools being able to open at 9, and the weather being purely rain in many areas of the county.)
