Hope that helps![/quote] Actually, anyone who has personal knowledge of unethical behavior can file a complaint. The notion of standing is for lawsuits. This just triggers an investigation, at most. Giuliani trying to nullify votes was an easy case, but stuff like Halligan’s fake job title are harder because fewer people are directly affected.[/quote]
