Holding yourself out as a U.S. attorney when you have not been validly appointed as one is an example of an ethical violation. Hope that helps![/quote]

Actually, anyone who has personal knowledge of unethical behavior can file a complaint.  The notion of standing is for lawsuits.  This just triggers an investigation, at most.

That’s true, but in practice they often won’t act unless the person filing the complaint was materially affected in some way. Giuliani trying to nullify votes was an easy case, but stuff like Halligan’s fake job title are harder because fewer people are directly affected.[/quote]
