In some cases, hotel rooms can legally be interior rooms without windows, it depends on local building codes. But the temperature issue stands. I would still raise hell, demand a different room, or failing that, getting a large discount.
This. Unless the lack of windows/interior room situation was clearly disclosed when you booked, I would demand a reduction in your fee or a different room. And the heating situation is unacceptable and if they cannot fix it quickly, they should discount the room steeply. Don't let them try to get away with offering you a free night on another stay since you obviously don't want to go back. Threaten with negative reviews on all major review sites AND a report to Better Business Bureau. If this doesn't get a response, let them know you are looking into building code standards with local authorities and will file complaints if necessary. Make sure the person you are talking to is an actual hotel manager and not just a clerk.
