I can't comment on the school specifically, but if your kid likes or loves living in a city like DC then your kid will hate Allentown and specifically where Muhlenberg is located in Allentown. It's hard to give you a good proxy that you might understand...would your kid enjoy attending a small college in a "nice" part of Hagerstown, MD (meaning, the nice part is still not that nice but it's fine)? If the answer to the above is yes...then just concentrate on what the school itself offers...but if it is no, then don't think just college-life will overcome the shortcomings of the area.
Our DD attended a different SLAC in a rural area but I just wanted to chime in and say she specifically sought out a school in an environment totally different from DC, where she grew up. She knew she would settle either here or another city/suburban area after graduation and wanted to experience something totally different for undergrad. So don’t let all of the people who say your kid must be in a city to enjoy college sway the decision. That being said, it definitely needs to be something your son desires. Our DD loved her four years in a small town but it’s not for everyone.
