Responsible Department:  Department of Curriculum Development 5018.1 8006.1 Description: This request seeks approval of a new annual contract with the University of Maryland (UMD) as part of the grant MCPS was awarded through the Maryland Read and Lead (Comprehensive Literacy State Development) Grant. The contract with UMD is one of the components approved by the Maryland State Department of Education and is central to the implementation of our research-to-practice partnership. Under this contract, UMD will hire literacy coaches to support four middle schools, Argyle, Briggs Chaney, Montgomery Village, and Odessa Shannon, and will conduct an evaluation of the coaching model in combination with our evidence-based literacy practices (PACT: Promoting Adolescents’ Comprehension of Text).

This work builds upon our previous successful partnership with UMD on PACT practices and schoolwide literacy coaching and is designed to strengthen adolescent literacy outcomes across the participating schools.  MCPS’s previous partnership with UMD around the PACT and PACT Plus practices demonstrated clear student benefits, with studies showing significant gains in main idea generation and standardized reading comprehension, medium effects favoring the AIM Coaching condition, and large, sustained improvements in reading outcomes and literacy self-efficacy even after researcher support was withdrawn.
