The boys club scene is dire: very few spots available in club and . He may have a chance at 14 if he is tall, but he will have to compete against players who played club for a few years already. Then there is the rec option. Most Montgomery County volleyball offerings are open to boys and girls. That is definitely the case for clinics (Rockville clinics are open to boys and girls as well). Some of the leagues may be slated for girls only (as far as I know, the Gaithersburg league only takes girls), but boys can participate in the co-ed leagues (I am not aware of a league for boys only).
The boys' scene is scene has been exploding. The supply cannot keep up with demand but a lot of girls' teams are adding boy's squads. Looking at the CHRVA list linked above, I see several teams that are listed as girls teams, but I know they are fielding boy's teams. I suspect most of these organizations will have boys teams by the end of the decade.
They will need some tournaments closer to home before all the clubs field boys teams. I could see MVSA dropping their 3rd teams (which are weaker) to field a stronger boys team instead. But it doesn't make sense if you have to cross state lines for every single tournament.
