[/quote] He should submit a SF 2809 to his agency or possibly to OPM depending on where his paperwork is in the process— they will accept it as long as its postmarked before the end of open season. Go look on reddit (subreddits for fednews, fedemployees and VERA/DRP) and you can find more info. Or google for OPM BAL 24-103. [/quote]
