You just listed a whole bunch of things that the mayor and her offices are supposed to fix. And then you hold the lack of progress against the councilmember?

She can try to facilitate changes, but really the council role is to pass laws, pass budgets, and oversee what the mayor does.  But trying to oversee something into action isn't a thing.[/quote]
