From your perspective, can you name three phenomenon or issues (system-wide ones, not 'Principal Smith is lazy' or whatever) that a) led you to believe this and b) that you believe exist across school (not just the ones you mentioned.) Not challenging what you said, but would like to understand the problems.[/quote]
