The tension I picked up on was at the post-ERB meeting where parents are invited to attend to discuss the scores. There were quite a few parents there, I was one of them, in part b/c I had no idea what the scores actually meant. It was pretty clear at the meeting that there were a handful, actually two or three handfuls, of parents who were alarmed by what they apparently perceived as very low scores. It was tense.
I remember that this was my reaction when I attended years ago. The normal happy vibe was missing, however; parents were worrying about 4th grade admission results. Though most of us really didn't need to. I agree that there were several parents alarmed after learning their child's low scores. Yes, definitely tension from several parents. The facilitator made it clear that the ERB could certainly give a parent an indication of weaknesses that could reappear in the future when your DC starts the SAT journey. She was very vocal about the importance of developing strong reading comprehension skills. Especially in understanding the concept of an inference. And she shared that she had one-on-one reading sessions with her son and is certain that helped him significantly when later taking the SATs.
