There is absolutely a difference. And under your plan, costs go up until they meet the amount provided by UBI: that's where they'll find balance. I am fully in support of the "just give poor people money" solution in our current economy, vs government cheese. But in your fantasy where there are no jobs, it doesn't work without price controls.
