Why are we spending tax payer dollars to try to improve health care around the world when that money could help people in West Virginia or Louisiana get better health care?

It's not like we are going to get these countries to think better of us - our policies made that very clear. It's not like we are going to prevent disease there - it would be better to spend that money on research for the diseases that will inevitably come out of there.
