There's an FAQ here that says you can use the renewal form for a card, even if you have the book. https://travel.state.gov/content/travel/en/passports/need-passport/card.html I guess they mean you can "renew" both at the same time, even if you don't have a card already, not that you can "renew" one at a time. I'm annoyed that I renewed last year and didn't think to get a card as well as the book. [/quote]
