MCSL uses the posted seedings on the website - top 16 kids swim all stars (but kids scratch bc of futures and other commitments) and kids can only swim 2 events total and many of the top kids are top 16 in more than 2 events. So often goes way lower in the rankings.
That's not entirely accurate. For PMSL you have to have swam at Divisionals to swim at All-Stars. And your Divisionals time is the seed time used for All-Stars (doesn't matter if you swam faster at a regular season meet). The 1st place finisher from all 6 Divisionals in each event automatically get an All-Stars spot. Then the next 12 fastest times (plus the 8 alternates as mentioned). So often times you'll see the winner from a couple of the lower divisions have slower times than all of the alternates. But the number of events is the same limit as at a regular meet - 3 events plus a relay (I assume you could also do 2 relays and 2 events, but I'm not 100% sure about that). My kid is in three events plus a relay, which is how I can confirm. For relays, it's the team's relay that makes All-Stars (based on Divisionals times) - not the individual teammates. So you could swap someone in to a relay even if they didn't swim at Divisionals. I know for our relays we have at least one person in at least 3 of the 5 relays that will be swimming at All Stars and either didn't make Divisionals or was out of town. But someone on the Divisionals relay will be gone for All-Stars.
PP - oops! I misread that you were posting about MCSL. I thought it was still chiming in on PMSL based on the response above. Sorry!
