The US was not wanting to get involved in another World War and sentiment was strongly and vastly against getting involved. Which is why FDR/USGOV allowed Pearl Harbor attack to happen, to sway public sentiment into getting involved. Even then, despite the news propaganda, most people didn't want to enlist. Vast majority of soldiers in WWII were drafted. American Revolution saw the highest enlistment voluntarily, but it was still only about 50% support, but that was substantially higher than any other war the US got involved in. 1812 and Spanish American war also had similar high enlistment rates.
