Less immigration could be a factor, as could more affordable housing options for lower-income families outside Fairfax. Even so, I think there's something else going on here impacting the reporting that hasn't been explained yet. The boundary consultant isn't focusing on FARMS rates, or at least they haven't been doing so to date. Maybe that will change between now and the fall. [/quote]
