Cheating is wrong, but people will continue doing it. There isn't more or less cheating, proportionally speaking, than in 500 CE when aspiring Chinese administrators began taking their civil service exams. People cheat on taxes, people seek to scam and defraud. This is why there really isn't a point to this thread. Just make sure your kid is clean. Beyond that, there isn't much you can do. Your kid can deal. Hand wringing about an adult child's exam cancellation and a grade change is SO NOT a good look for you. You are beyond the helicopter parent stage and into pathology.
