They are supposed to have a set number of grades in each category per quarter which might be part of the problem--teachers assign one of the 45% categories to something small that should really be a 10% category. He had a project that required lots of data analysis/writing/powerpoint presentation with 2 weeks of prep count the same as a 3 question pop quiz, where the one question he got wrong messed everything up.
