The people saying you pay for all waking hours even if she’s not working are being ridiculous. However, you should make sure you and the babysitter are on the same page in advance. If she’s staying in the same house as you, it can get murky what are “working hours” vs just hanging out, so in that case you may want to just specify 8 hours or whatever is reasonable. We gave our nanny the option to come on family outings (IE the zoo) where we’d pay for all food/admission fee, or just have free time - she came on one outing and went shopping/hung out at home during the other outings, but she was able to babysit at night so that we could go to dinner!
