If I am able to interpret your question correctly, it reminds me of the current mess that ECNL is in at U11-U12 with the VPSL league.  All the big Clubs 1st teams are smashing the small club 1st teams.

The league lumps together ECNL teams and ECNL-RL teams in one league, where the strong excel and the weak get crushed.  This happens only in U11-U12 and at U13, they are sorted into ECNL only and ECNL-RL only leagues.  But there are still issues with the ECNL-RL league that is a mix of small club 1st teams and bigger club 2nd teams.  If you look at that league, you will often see those small club 1st teams do not actually beat up on the bigger club 2nd teams.

Here you will see the big clubs 2nd teams and doing mostly better than the small club 1st teams.

I assume this is what you are getting at with the new GA-A League that will form next fall. 
Will a bigger club, that only landed GA-A status, field 1 power-house 1st team in the GA-A league and possibly earn a Club (or possibly a Team only) promotion into the GA league?  Will they beat up on all the GA2 teams during that time frame?  -Well possibly.  Hopefully, if they do things correctly, they will promote teams from GA-A into GA and demote GA teams into GA-A.

But your guess is as good as mine at this point.  The Social Media posts have alluded to some kind of promotion system, but there are no specific details to be found.  If they did Promote and Relegate, that would solve the issue that you see in ECNL-RL.

At this point, it is hard to even guess who will be in GA a GA-A, but here are some of the local teams announced:
