People are way too shy about using their horn. I have zero hesitation to use it if the light turns green, and your break lights are still on. Either you're on the phone, or have very poor reaction time. You don't need to wait until the intersection is clear - lights already have a delay, and if you're paying attention looking around when the light was red, there's no reason to wait.

And then there's the swerving, veering into another lane.

I could not disagree with your first point more. I don’t use phone while driving and I always wait about one second after light turns green. I can’t tell you how many red light burners I see and I always wait a brief second before entering intersection.

I don't really understand this position. When you're waiting at a red light, what are you doing? Are you spaced out? If you're doing what your supposed to be doing and constantly looking around, then you don't need to wait a second or two after the light turns green to go. You will already know if the intersection is safe.

You wait a second after the light turns green in case another driver, traveling perpendicular to your flow of traffic, burns their red light because they were: on the phone, speeding, oblivious etc. Not every intersection has the time buffer built in when lights alternate from red to green.
