It's also the people who go under the limit, or fluctuate, because they're on their phone. Slowing down so you can use your phone while driving IS NOT SAFER. I will gladly take someone going 60 in a 45 but with all their eyes on the road and checking their mirrors constantly, than someone going 35 in a 45 but on their phone. [/quote]
