The fed government reimburses money so they now will not reimburse. Basically the federal government said we will give you this amount of money for these certain programs/construction so go ahead and do these things. And by said I mean legal documents not handshake deal. So the school system spent money they already had on hand for the things the government said were acceptable expecting the federal government to keep its word and reimburse. Now the school system has spent money in good faith expecting money back from the fed government and the fed government has said no, we will not pay the money. This means the school system now must cancel upcoming expenditures it can no longer afford. It also means construction projects being done with this promised money cannot be completed. It also means that if state governments (education system) are promised money from the federal government, they now cannot longer depend on that money actually arriving. In layman’s terms your friend agreed to split a lease with you and signed all the legal stuff and promised in writing on a legally binding document that they would pay a certain amount once you had rented the apartment. You had everything legally documented and in hand so went ahead and paid first and last months rent, got your renter’s insurance and furnished and so on. Then your friend said nah and you were left holding the bag and weirdly all the legal documents you had no longer matter since the court has decided that actually the legal documents are no longer legally binding.
