He uses tariffs as a negotiation tool. He threatens our trade partners with tariffs to force them to buy more goods from us and to bring their manufacturing plants in the US. The problem is that our trade partners already know he is bluffing and are not taking his threats seriously anymore. This is why he is backtracking and changing his mind by the hour. He is a bad negotiator. [/quote]
