It seems like you would benefit immensely from an adult literacy class. There's no need to be ashamed -- somewhere in the neighborhood of 20% of the US population is functionally illiterate, so you've got plenty of company. You can quibble about whether it's better to leave key agencies understaffed rather than fill those vacancies, even though there's absolutely no evidence in either direction yet in this case.
