I'd get people to make a big fuss about this. [/quote] This has been the case for 10+ years. Adult renewals have been mail only for a long time. The addition of the online option is new, but you can still mail it in if you want. First time adult passports still have to be done in person. This is because it's a different and simpler form for adult renewals, they don't want to slow things down for people who need the more intense document review in person (kids and first time adult passports, along with lost/stolen passports).[/quote]
