[/quote] yes it is. the fork emails come from OPM and persistently claim that OPM has authority it DOES NOT have. of course there is a way to legally design a RIF, VSIP or VERA but that is NOT what is happening. And none of this even constitutes a clear executive order or other sort of directive to agency heads. It is pure extra-legal chaos. [/quote]
